人民幣兌美元可能看到「7」字頭，市場看好人民幣貶值相關概念股，對科技廠淡季營運有加分效果，包括成本減輕、業外進補，台積好康平台網路人氣商品top10電、鴻海、廣達、和碩，及PCB廠商健鼎、臻鼎等多數有正面效益。電子業近期面臨美中貿易戰的紛紛擾擾，不過業界人士也提到，人民幣趨貶，甚至看到「7」字頭的機會越來越大，「人民幣貶值讓多數在當地生產的台資PCB及電子網路購物送禮製造廠都發了」。. } }); } 業界認為，亞洲貨幣貶值，外銷導向的製造業助益遠大於品牌業者，比如鴻海，若在人民幣與新台幣同步趨貶最受惠，若趨勢維持至季底，鴻海業外匯兌人氣商品排行榜發燒好康收益有望呈現「兩頭賺」。在電子組裝製造部分，數據也顯示，3C製造大廠鴻海業外收益項目包含利息、匯兌利益及認列轉投資相關，其中匯兌與利息是往年相對較大額項目，至於轉投資則在內部持續整頓中，業界認為，隨人民幣趨貶有助加速對當地薪資與費用管控。台灣PCB相關業者認為，人民幣貶值對第2季營運的正面影響大於負面，其中健鼎今年首季已受惠人民幣貶值及原材料成本下降加持，帶動營運表現優於預期。健鼎也提到，人民幣貶值持續有助大陸當地營運成本減輕，畢竟人事成本占生產成本約15%。臻鼎的功能性貨幣是美元，多少會因此有正面效應，臻鼎強調，持續以自然避險方式應對匯率變化。至於臻鼎旗下重要子公司鵬鼎以人民幣結算，粗略估計人民幣對美元每2018熱門商品團購熱門商品貶值1%，對鵬鼎有0.35%至約0.4%的結算正面挹注，鵬鼎獲利成長對母公司臻鼎是加分效果。
新法禁老舊機車？ 環署：驗合格可上路
【台灣醒報記者譚有勝台北報導】針對空污法禁止10年以上的老舊機車上路，行政院長賴清德28日表示，本次修法旨在加強空污排放管制，並授權主管機關劃設空品維護區，以實施移動污染源管制措施能有效解決空污問題。環保署長李應元也指出，2020年起，老舊機車的排放標準必須從9000ppm降低到2000ppm，但政府不是禁止所有的老舊機車上路，只要在半年內定檢通過檢驗標準，都可以上路。
空污法三讀條文規定，政府將針對出廠10 年以上的交通工具加嚴排放標準，凡是超過應檢驗日半年未定檢的機車，違者最高可處新台幣6萬元罰鍰，持續未改善可註銷牌照。另外，三讀條文也明定，各級主管機關得劃設空氣品質維護區，實施移動污染源管制措施，1999年6月前出廠的柴油車或二行程機車禁止進入空品區，違者可處500元以上、6萬元以下罰鍰。
行政院長賴清德28日在院會中表示，本次修法加強有害空氣污染物的排放管制，並授權主管機關劃設空氣品質維護區，實施移動污染源管制措施。此外，新法也增訂吹哨者制度，鼓勵民眾檢舉不法，並建構追繳不法利得之法源；同時要求落實資訊公開，達到全民監督的效果，空污管制將邁向新的里程碑。
賴清德強調，空污法修正通過以後，也賦予環保署及地方政府更多的執法權力，但也意味政府要承擔更多責任。後續相關配套措施及子法修訂等工作，請環保署加速辦理，以完善相關行政整備工作。
但二行程機車還有約100萬台在路上跑，若要禁止二行機車上路，恐怕會對消費者造成嚴重的衝擊。環保署長李應元28日指出，從2020年開始，凡是車齡10年以上的交通工具，都得符合第4期的排放標準，意即排放標準的碳氫化合物（HC）需從9000ppm降低到2000ppm。
李應元強調，環保署初步估計受影響的為二行程機車，四行程機車則不受影響，約有90萬輛左右的機車需受檢驗。但這並不代表10年以上的老舊機車便不得上路，「若這些機車檢驗合格，還是可以上路。」此外，政府也會透過現金補助、退稅等方式來協助業者汰換老舊機車，以減輕民眾汰換老舊交通工具的負擔。
至於移動污染抵換機制是否全部污染物質都納入抵換？李應元強調，移動污染源抵換機制只能夠抵換4種污染排放物，包括柴油微粒飽含重金屬、PAHs、戴奧辛等致癌物，並非所有的污染物都可以抵換，唯有減少有害污染排放物，才能減低空污對人體的危害。
